Power-ups are absurd and expire quickly, and Shutshimi is a short horizontal shooter about a fish grabbing whatever the banner offers. The fish grabs a banner that expires in seconds, so a silly weapon is also a short one.
A few seconds of a ridiculous weapon replace a permanent loadout. The stage is brief on purpose, because the joke and the bullet pattern both reset before they wear out.
The 2015 shop release on the successor console leans on that temporary chaos. Choosing a bad banner is part of the comedy, then surviving it is the score.
