Toy figurines of famous creatures become a side-scrolling license in Monster in My Pocket, Konami's NES adaptation of the pocket-sized toy line. The similar phrase people later used for a different creature game is a coincidence of words, not a shared design.
Konami brought the toys to the NES in 1992, with small monsters and a horror-figure roster. The stages are a side-scrolling license aimed at that toy line's cast.
It is unrelated to the later Pokemon games despite the echo in the wording. The pocket toys and Konami's side-scrolling stages are the cartridge.
